“In reference to your claim for luggage lost on the Orteric steamship or property destroyed during the processes and procedures of fumigation during the quarantine, I inform you that I have referred your claim to the authorities here. Even though this department is not legally responsible for these losses, a limited sum of money has been appropriated to help you and others who have presented claims in this office before May 15, 1911. The amount assigned to you is $1.00, and can be obtained by appearing in the Plantation Office and signing a document which will be sent to Honolulu, after which a money order for the amount in question will be sent to you in the next mail…”
